Ships mooring alongside or double banked at quays, wharves and jetties or moored to buoys shall pay dockage or buoyage charges as the case may be as follows:

8. Where a coaster shall remain moored at a bay because owners are canvassing for gargo, a charge equal to 25% of the normal dockage charge shall be levied. Such stay by the vessel shall however not deprive Management the liberty to use such anchorage for the working of other ships.
