- This invitation for bidding follows the general procurement notice which appeared in the Citizen Newspapers of 24th August, 2012.
- Tanzania Ports Authority (TPA) has set aside funds for its operations during the financial year 2012/2013. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for which this invitation for bid is issued.
- Tanzania Ports Authority (TPA) now invites sealed bid from eligible Service provider for providing catering services at TPA headquarters as described in the schedule of requirement.
- Bidding will be conducted through the National Competitive Bidding procedures specified in the Public Procurement (Goods, Works, Non-Consultant Service and Disposal of Public Assets by Tender) Regulations, 2005 – Government Notice No. 97 and is open to you as defined in the Regulations.

CONSULTANCY SERVICES FOR ACQUISITION OF BUSINESS PLANNING AND FORECASTING MODEL.
REQUEST FOR EXPRESSION OF INTEREST No AE /016 /2012-13 /CTB /C / 26INTERNATIONAL COMPETITIVE SELECTION
Tanzania has a coastline of approximately 1,400km and shares a common border with land linked countries of Zambia, DR Congo, Burundi, Rwanda, Malawi, and Uganda which depend on Tanzania for access to the sea for their trades. While the population of Tanzania by census that took place in October 2012 shows that now Tanzania is 44.9 million, its ports serve a hinterland of over 150 million people.- The analysis of cargo traffic for the past five years (2007/08 – 2011/12) indicates that overall cargo traffic handled by all ports has been increasing at an average rate of 9 percent per year. Cargo increased from 8.634 million tons in 2007/08 to 12.084 million tons in 2011/12.
- Among the major problems the Authority faces is lack of reliable and modern mechanised models for planning and forecasting that could provide timely, accurate and reliable data for consistent use in planning and forecasting.
- In light of the above, Tanzania Ports Authority plans to engage a Consultant to analyse and recommend a suitable business planning and forecasting model which will facilitate precise planning, monitoring and forecasting the cargo traffic.
- TPA now invites eligible firms to express their interest in analyzing and recommending a suitable Business Planning and Forecasting Model. The services to include design, Supply install and commission the model.
- Interested firms are requested to submit their expression of interest accompanied with the following information/documents:-
- Company profile
- Detail of similar services projects implemented (in the last 5 years by the Consultant)
- Relevant business/company registration or operating certificates/ licenses.
- Any other relevant information.

INTERNATIONAL COMPETITIVE SELECTION
- The Tanzania Ports Authority (TPA) is established under the Ports Act, No 17 of 2004 as a landlord port authority in Tanzania. TPA currently performs the role of both a Landlord and Operator. The underlying objectives of the Authority are:
- To promote effective management and operations of sea and inland waterways ports;
- To secure the provision of, or to provide services in relation to loading and unloading of cargo and passenger services;
- To develop, promote and manage port infrastructure and superstructure;
- To maintain port safety and security;
- To enter into contractual obligations with other persons or body of persons in order to secure the provision of port services, whether by means of concession, joint venture, PPP or other means, and to this end to delegate its own function of providing port services to one or more port operators.
- The global business environment has been changing rapidly due to a number of factors including the strategic shifts and competitive pressures affecting the maritime sector. Also, there has been a thrust to port authorities worldwide to involve and partner with the private sector in order to enhance global distribution chains and significantly reduce costs of doing business.
- Progressively, ports are being integrated into global logistics chains, and the public benefits they provide are taking on regional and global attributes. The value of services provided by Tanzanian ports increasingly transcends the interests of local users, and benefits businesses and communities located beyond national and regional borders.
- Currently, TPA is guided by several policies addressing different port issues and now wishes to prepare a Comprehensive Ports Development Policy, which will define principles, rules and guidelines to be adopted by the Authority in order to reach its short, medium and long term goals.
- In light of the above, Tanzania Ports Authority plans to engage a Consultant to formulate comprehensive policy with intent to develop and sustain the port sector which meets the needs for both domestic and international markets.
- TPA now invites eligible firms to express their interest in the assignment.

3.Tanzania Ports Authority (TPA) now invites sealed bids from eligible, reputable and registered Civil Contractors Class IV and above to undertake the project.
4.Bidding will be conducted through the National Competitive Bidding Method and procedures specified in the Public Procurement Act 2004 and Regulations GN No. 97 of 2005, and is open to all Bidders as specified in (3) above.

INTERNATIONAL COMPETITIVE SELECTION
The Tanzania Ports Authority (TPA) is established under the Ports Act, No. 17 of 2004 as a landlord port authority in Tanzania. TPA currently performs the role of both a Landlord and operator. The underlying objectives of the Authority are:- To promote effective management and operations of sea and inland waterways ports;
- To secure the provision of, or to provide services in relation to loading and unloading of cargo and passenger services;

- To maintain port safety and security;

- Rails are supposed to provide the least cost, most efficient and reliable means of moving traffic to/ from the peripheries of the country and Tanzania’s land neighbours. Share of cargo off- take from the port by rail (both TRL & TAZARA) has kept on the fall from 17.4% in 2003 to 1.3% of 2012 while that by road has been increasing from 82.6% in 2003 to 98.7% of 2012 This has been a major challenge to the Tanzanian ports to attract more transit traffic.
- TPA this intends to achieve seamless transport logistic chain efficiency and therefore plan to engage a Consultant to carry out a Feasibility Study for TPA to invest in Block Train Operations.
- TPA now invites eligible firms to express their interest in undertaking a Feasibility Study for TPA to Invest in Block Train Operations.
- Selection will be in accordance with the procedures set out in the Public Procurement Act of 2004 and Regulations therein. Only firms with demonstrated experience in similar assignments will be shortlisted.
