CAPITAL DEVELOPMENT PROGRAM

TPA 2005/2006 Development Programme was aimed at addressing the challenges put forward by customers and stakeholders in order to improve services and optimize capacity utilization. During this period, TPA was still specified and therefore its capital programme was required to comply with Parastatal Sector Reform Commission (PSRC) directives.

The budget for capital projects during the 2005/06 was Tshs. 18,408.0 million. Project implementation up to 30th June, 2006 was satisfactory, whereby a total of Tshs. 12,423.0 million was spent and attained 67.5 percent of the projects plan. Projects completed during the period were mainly related to procurement of cargo handling equipment. These include:

    1. Two Terminal Tractors for Tanga Port,
    2. Two 3-tons Forklift Truck with Bale Clamps and 2 No. Forklift Truck (Shifting) for Tanga Port,
    3. One 5-tons Log Handler for Dar es Salaam port,
    4. One Heavy Duty Fire Tender for Dar es Salaam port,
    5. One Fire Tender Appliance for Tanga port,
    6. Four 16-tons Forklift Trucks for Dar es Salaam port,
    7. One 50-tons Mobile Crane for Dar es Salaam port,
    8. Two Breakdown Trucks for Dar es Salaam port,
    9. One Mooring Boat, four Cargo Pontoon and two Cargo Lighters all for Tanga port.

The uncompleted projects which were mostly civil works projects were rolled over to the next financial year as on-going projects. These include:

    1. KOJ Improvements, upgrade of Fire Fighting Equipment,
    2. Rehabilitation of the port sinking shed floors at Dar es Salaam port,
    3. Acquisition of 2,627 ha of additional land (Mtwara Development Corridor),
    4. Mafia Port Jetty,
    5. Port Control Tower (Signal Station),
    6. Rehabilitation of Lighter Quay No. 1 Tanga,
    7. Heavy Duty paving Mtwara Port.

There are other projects which were funded by the World Bank under the East African Trade and Transport Facilitation Project which became effective in June 2006.

These projects are:

    1. Ports Master Plan study,
    2. Security Improvements and
    3. Port Community Systems.
