TPA installed sixteen flow meters, of the Positive Displacement (PD)
type at the KOJ.
These meters became operational in November 2004. The meters were
manufactured by the reputed Smith Meters Inc. of USA. The meters are
similar to those used worldwide for the purpose of custody transfer of
bulk liquids.
The metering system includes an electronic registration facilitated by
the ultra modern Accuload III. During the flow metering process the
Accuload automatically makes compensation for temperature and pressure
thereby complying to the trade requirements on measuring of volumes at
20 degrees centigrade.
The Tanzania Bureau of Standards (TBS) specifies the densities used to
calculate the weights of imported parcels of oils. The densities of the
various products imported through the KOJ are entered, stored and
protected by a high level security password in the Accuload computer.
The meters are normally recalibrated each year for accuracy and are
annually certified by the Weights and Measures Department of the
Ministry of Trade. It is worthwhile to note that the metering system
installed at KOJ effectively replaced the former Ullage System
(Dipstick) that had since been used to estimate volumes of imported
oils. The Ullage system was generally not reliable and was prone to
abuse. |
